J&K Govt Forms Panel On Waste Management

Srinagar: The Government ordered the constitution of a Committee for Centralized Single Window mechanism for planning, capacity building and monitoring of waste management in Jammu and Kashmir.

Headed by Financial Commissioner (Additional Chief Secretary) Agriculture Production Department, as Chairman , the six-member committee comprises of Administrative Secretary, Jal Shakti Department , Administrative Secretary, Housing & Urban Development Department, Administrative Secretary, Industries & Commerce Department, Administrative Secretary, Department of Forest, Ecology and Environment and Administrative Secretary, Department of Rural Development and Panchayati Raj.

According to a government order, the terms of reference for the committee among others include “to bridge the gaps in solid & liquid waste generation and treatment, shortening the proposed timelines, and adopting alternative and interim measures.”

Besides it is to formulate and execute restoration plans for all districts, cities, towns and villages in a time bound manner and also formulate the District Environment Plans through the concerned agencies with authentic and updated database for policy making and execution of projects.

It has been also tasked with to review the Sewage treatment facilities adopted in terms of septic tanks/soakage/pit/FSTP in all the ULBs of UT of J&K in light of extant guidelines of MoHUA, GoI.

The committee’s reference also includes to formulate a policy for prevention of untreated discharge of sewage into water bodies and recycling used water for agricultural and industrial purposes

The Committee has been allowed many co-opts member(s) from any government Department/ Government Organization and invite expert(s) in the field, to participate in its deliberations.

“The Committee shall be serviced by the Housing and Urban Development Department,” the order added.
